This paper will analyze the roles of science parks in the new economy and suggest managerial implications for Ho Chi Minh City from a system thinking perspective. The ways to develop science parks vary among countries. However, experience from Amsterdam (Netherlands) and Suzhou (China) provides some actionable recommendations for Ho Chi Minh City, of which the importance of spin-offs is emphasized.
